The West Virginia Housing Development Fund requires all parties interested in applying for Housing Credits to complete the 2018 Pre-Registration form.

Following are important reminders regarding this form:

1. The Pre-Registration form contains several dropdown lists which must be utilized. Be certain to fill this form out in Excel. Do not handwrite.

2. The Pre-Registration form must be completed for each property an Applicant intends to apply for Credits in 2018, regardless of whether the Credits are requested from the State Housing Credit Ceiling or outside (Tax-Exempt Bond Financed Properties). If a Pre-Registration form is not submitted by the specified dates or timeframes listed in Exhibit G of the 2017 and 2018 Tax Credit Manual, such property will not be eligible to apply for Credits in 2018.

3. There is a limitation on the number of Pre-Registration forms that can be submitted for any developer or owner. See page 32 of the 2017 and 2018 Tax Credit Manual for details.
a. If a developer or general partner goes over the number requested, the Fund will not accept those subsequently submitted Pre-Registration forms.
b. Be especially careful when partnering with other persons or entities as co-developers or co-general partners to ensure that the applicable limitation is not exceeded.

4. Pre-Registration forms for properties which involve Existing Low-Income Housing are due no later than Thursday, March 15, 2018.
a. This does not relate to what Set-Aside Category the property is applying. If a property in-whole or in-part consists of Existing Low-Income Housing the pre-registration forms are due for such properties no later than March 15, 2018. The Fund’s definition of Existing Low-Income Housing is included on page 1 of the 2017 and 2018 Tax Credit Manual.
b. In addition to the pre-registration form for these properties, the Fund is requesting the following additional information:
i. The year the building(s) in the property were constructed
ii. The year of the most recent major rehabilitation, if applicable
iii. The number of buildings
iv. The number of floors in each building
v. The number of units in each building
vi. The number of occupied units in each building
Include this information in the email used to transmit to the Fund the pre-registration form for these properties.

5. All other Pre-Registration forms are due no later than Friday, April 13, 2018.
