| After reviewing public comments, I am pleased to issue the TCAC final proposed regulation changes with revisions to various items. Also included is the comment matrix that lists and responds to public comments and explains the proposed revisions. The TCAC Committee will consider the final proposed regulation changes at the December 12, 2018 meeting.

Eugene Jones Jr. has been appointed executive director of the Virgin Islands Housing Finance Authority. Jones most recently served as executive director of the Atlanta Housing Authority and brings to his new role decades of experience working in housing agencies in cities, such as Chicago, Toronto, New Orleans and Detroit
