2019 Housing Tax Credit Program Round 2 Due January 31, 2019

Minnesota Housing is now accepting applications for Round 2 of the 2019 Housing Tax Credit (HTC) Program. There is approximately $406,000 in tax credits available; $93,000 in the Rural Development/Small Project set-aside (RD set-aside) and $313,000 in the unified pool. The RD set-aside is carried forward to Round 2, and if there are no eligible applications, the tax credits will be available to other projects. Intent to applies are due Thursday, January 17, 2019 by 5:00 p.m. and applications are due Thursday, January 31, 2019 by 5:00 p.m. View  the 2019 HTC Round 2 Housing Tax Credits Application Instructions for more information, details and submission details. 2019 RFP/2020 HTC Round 1 Application Dates

We adjusted application due dates for the 2019 RFP/2020 HTC Round 1. To help projects close quicker and break ground sooner, this shift in dates will ensure adequate time to process RFP applications.

  • Mid-February: Application materials, including the Workbook, HTC Self-scoring Worksheet, Deferred Loan Priority Checklist and Preservation pre-application materials available in the Multifamily Customer Portal
  • Monday, March 18 at 5:00 p.m.: Preservation pre-application appraisal request due
  • Friday, April 5: RFP published and Intent to Apply and application materials available in Multifamily Customer Portal
  • Thursday, May 2 at 5:00 p.m.: Preservation pre-application deadline
  • Friday, May 17 at 5:00 p.m.: Intent to Apply deadline – required for all eligible Multifamily applications (date may change based on state legislative actions)
  • Monday, June 3 at 5:00 p.m.: Multifamily application deadline

You’re Invited: Request for Proposal and Technical Assistance Kickoff

In preparation for the 2019 RFP/2020 HTC Round 1, you’re invited to a Request for Proposals (RFP) and Technical Assistance (TA) Kickoff Meeting.

We will share new information about the 2019 RFP/2020 HTC Round 1, including updates on funding and resource requirements, and guidance on how to submit a competitive application. Whether you are new to the RFP or have applied previously, the RFP and TA Kickoff will be informative.

The RFP and TA Kickoff is not a replacement for more focused, project-specific TA, which will begin after January 10 and can be scheduled by contacting Anne Heitlinger.

Thursday, January 10 with morning session from 10:00 a.m.-12:00 p.m. and afternoon breakouts from 1:00-4:00 p.m.

This large group session led by Minnesota Housing staff will cover eligible uses of Housing Infrastructure Bonds (HIB), general RFP guidance and changes expected for 2019, including income averaging.

1:00-4:00 p.m. – Afternoon Breakout Sessions

Each of the following five breakout sessions will be offered at 1:00, 2:00, and 3:00 p.m., so you may register for up to three sessions. They are only available to attend in person.

  • Housing Tax Credits (HTC) – Qualified Allocation Plan (QAP), Income Averaging and Unique Conditions
  • Underwriting and Deal Structuring Topics
  • General Application Submission Questions – Completing the Application, the Scoring Process, and Other Application Considerations
  • Design and Architectural Issues, Energy, and Environmental Concerns
