HUD recently published a Community Development Block Grant Mitigation (CDBG-MIT) notice for the Commonwealth of Puerto Rico, which allocates $8.285 billion. The notice lists out guidelines for the CDBG-MIT program specific to Puerto Rico, which will enable them to develop and submit for approval their plans and ultimately receive their allocated mitigation funds. These funds were initially appropriated by Congress in February of 2018 as part of a larger disaster recovery package for communities affected by disasters in 2015, 2016 and 2017. Puerto Rico is the last of the grantees to receive their guidelines, and the only one to receive their notice past the September 4, 2019 deadline that was set by Congress. According to HUD, the separate tracks and specific requirements for Puerto Rico are due to alleged “fiscal irregularities and financial mismanagement.”
