Proposal applications in connection with the 2020 LIHTC round are due to the Ohio Housing Finance Agency (OHFA) no later than 5:00 pm ET on Thursday, February 13, 2020. The Affordable Housing Funding Application (AHFA) and all supporting documentation must be submitted on a compact disc, organized and formatted according to the instructions and index specified in the AHFA.

2020 AHFA Updates
OHFA posted the most current version of the 2020 Affordable Housing Funding Application dated January 31, 2020. Several revisions have been made since the first version was posted on December 24, 2019. These revisions are listed, by date, at the bottom of the Instructions tab. Three of the four revisions made were to the competitive scoring tabs. The fourth revision was to the Management Company Capacity tab, which is only required for those projects seeking points under Bond Leveraging and therefore submitting an application for four percent tax credits alongside the application for nine percent tax credits.

Applicants are encouraged, but not required, to use the January 31, 2020 AHFA.

Because the corrections made to date do not impact any underwriting information related to the project, applicants may use a previous version of the 2020 AHFA if they so choose.

Design and Construction Features Form
OHFA also updated the Design and Construction Features Form, dated February 6, 2020. The following changes have been made:

  • Page 6: The fields under “Totals” were previously set up to automatically calculate based on the above figures. Several comments were received regarding issues with the calculations. The revised form allows numbers to be manually entered in these fields and
  • Page 16: A note was added to the general contractor certification to clarify that the GC’s signature is not required with the proposal application submission if the GC has not yet been selected. The architect and owner signatures still apply.
