In response to COVID-19, HUD is providing a number of statutory and regulatory waivers to PHAs, Native American tribes and tribally designated housing entities. PIH 2020-05 temporarily suspends the issuance of new PHAS and SEMAP scores and details a number of available waivers on topics, including income verifications, housing inspections, amendments to the ACOP and Administrative Plan and other reporting requirements. PHAs should note that select waivers may require the use of alternative requirements. The waivers are effective immediately, and each waiver sets forth a specific period of availability. Though PHAs are required to document waiver implementation and notify impacted residents and owners, PHAs do not need to notify HUD or receive HUD approval to begin utilizing these waivers and may choose to implement some, all or none of the waivers.
