The Texas Department of Housing and Community Affairs (TDHCA) is accepting public comments on the State of Texas Draft 2021 Consolidated Plan Annual Performance Report – Reporting on Program Year 2020 (the Report) through 5 p.m. CT on November 15, as well as its Post Award and Asset Management Requirements through 5 p.m. CT on November 19. 

The Report gives the public an opportunity to evaluate the performance of the past program year for five HUD programs: the Community Development Block Grant Program (CDBG) administered by the Texas Department of Agriculture (TDA), the Housing Opportunities for Persons with AIDS Program (HOPWA) administered by the Texas Department of State Health Services (DSHS), and the Emergency Solutions Grants (ESG), HOME Investment Partnerships and National Housing Trust Fund programs, administered by TDHCA. In addition, the report provides a summary and analysis of three new HUD-funded programs created in response to and to recover from the COVID-19 Pandemic. These new programs are the Community Development Block Grant CARES Act (CDBG-CV) and the Emergency Solutions Grant CARES Act (ESG-CV), administered by TDHCA, and HOPWA-CV administered by DSHS.
