The Maryland Department of Housing and Community Development (DHCD) is increasing the Rental Housing Financing Program funds available for the 2022 tax credit competitive round in response to increasing construction costs and rising interest rates. The increase means applicants may request up to $3 million in RHFP loan per project, up from $2 million in the previous LIHTC competitive round. 

DHCD also posted Frequently Asked Questions for the 2022 competitive LIHTC round, a nine percent Electronic Application Request Form and Pre-Application Meeting Request Form. 

The Electronic Application Request form should be completed for each project to request a Google Drive folder. Spring 2022 Competitive Round applications are due by 2 p.m. ET on May 4. Non-competitive applications also require a full electronic application. Those applications must be submitted via an online file sharing platform, such as Google Drive, DropBox, Share Point, etc., to dhcd.rentalhousing@maryland.gov. The electronic copy should be clearly tabbed so that a reviewer may easily find the necessary materials, and the files should not be scanned versions of the printed materials. 

Applicants submitting competitive and non-competitive projects should utilize the Pre-Application Meeting Request Form to schedule pre-application meetings. These meetings are optional but encouraged. In addition, the form allows the upload of any documents, such as CDA Form 202, site maps, schematics, etc., that may help facilitate the discussion. CDA Form 202 must always be uploaded as an excel document.
