The Colorado Housing and Finance Authority (CHFA) updated its utility allowance policy for LIHTC and CHFA multifamily loan developments. Specific changes include the following.

  • The Colorado Department of Local Affairs-Division of Housing (DOLA) schedule is now considered an applicable PHA schedule for all counties in Colorado (see Option One: Public Housing Authority Schedule on page six).
  • Additional guidance on requirements to request a change in utility allowance source or a change to or from owner-paid utilities (see page three).

The revised policy is effective as of May 1, 2022. It may be used to determine utility allowances and gross rents going forward from that date and is not retroactive. Please contact your Program Compliance Officer with any compliance-related questions.
