HUD published an advance notice of proposed rulemaking (ANPRM) on developing a standardized program regulation and renewal contract for Section 8 project-based rental assistance programs. Currently, HUD issues several different renewal contracts, subject to different regulations. HUD plans to work with owners, tenants and other program stakeholders to reduce regulatory complexities to develop a single Section 8 program regulation and single contract form for Section 8 contract renewals. The ANPRM poses 11 specific questions and solicits general comments on this idea. Comments are due April 3.

USDA Rural Development Decoupling Program Development Stakeholder Session – April 25
The decoupling of rental assistance from Section 514/515 loans under the Consolidated Appropriations Act of 2024 will now permit properties with Section 514/515 maturing mortgages to continue to receive rental assistance to further preserve affordable housing. A stakeholder engagement session is being held on April 25 at 2 p.m. ET and those interested in participating are encouraged to register.
