The Montana legislature took comprehensive action this year on a suite of zoning bills that together will help facilitate the production of rental housing and prevent local governments in the state from adopting policies that create barriers to development. SB 382 is the primary bill, which includes elements that most other states currently have in place, however there are various state level policies identified that have the impact of preventing localities from creating barriers.
