HUD opened the $85 million first-of-its-kind competitive Pathways to Removing Obstacles to Housing (PRO Housing) funding opportunity for jurisdictions. Grants to local governments, states, metropolitan planning organizations (MPOs) and multijurisdictional entities will range from $1 to $10 million to help communities further develop, evaluate and implement housing policy plans; address restrictive zoning, land use or regulatory policies; improve housing strategies; and facilitate affordable housing production and preservation. Applications are due by Oct. 30, 2023, at 11:59pm ET (8:59pm PT) on Grants.gov.

HUD is holding a webinar series on the funding opportunity with webinars on August 10 (NOFO Appendix/Regulations), August 17 (NOFO Data Resources and Tools) and August 24 (NOFO FAQs) at 3 p.m. ET each day. The recording from the August 3 NOFO Walkthrough is available here.

Claudia Monterrosa from HUD described the funding opportunity at NH&RA’s Summer Institute. Her slides are available, here and the recording is available in NH&RA’s On-Demand Learning Center. The funding can be used for development activities that facilitate the conversion of commercial or other properties to new housing; finance construction or rehabilitation projects; or to provide technical assistance to affordable or nonprofit developers to assist with the development of affordable housing. It can also fund the following preservation activities: establish loan or grant programs to rehabilitate existing affordable units and create anti-displacement policies and prevention measures.
