Representatives Emanuel Cleaver (D-MO) and Blaine Luetkemeyer (R-MO) introduced the bipartisan Rural Housing Service Reform Act (H.R. 6785). The measure would ensure that USDA Section 515 properties with maturing mortgages remain affordable by making it easier for nonprofits to acquire the properties and retain their rental assistance. Additionally, the bill would improve the USDA by updating the department’s process for measuring incomes to match HUD practices, streamlining the rules for the home repair loan program, and permanently authorizing the Native Community Development Financial Institution Section 502 mortgage relending pilot program. The bill was introduced in the Senate by Senators Tina Smith (D-MN) and Mike Rounds (R-SD) in September (S. 2790).
