OHCS has posted the final 2025 Qualified Allocation Plan (QAP) describing LIHTC program requirements and the Intake and application process through the Oregon Centralized Application (ORCA). OHCS incorporated input received during the engagement and public comment process. The final signed QAP with public comments and OHCS responses, along with the redlined version, are now available on the Qualified Allocation Plan webpage.  

This message will overview the next steps for projects that are seeking to apply for both nine and four percent LIHTC, as well as provide information on a training webinar scheduled for March 6, 2025. 

Nine Percent LIHTC:  
This message serves as the two-week advance notice that the nine percent LIHTC request form will be made available beginning March 13, 2025. As outlined in the QAP, projects seeking nine percent resources must complete a nine percent LIHTC request form identifying their interest. The nine percent request form will be available for six weeks. OHCS will post the nine percent LIHTC request form and send a technical advisory on March 13, 2025.  

This nine percent request form will be used to evaluate, screen, and, if necessary, rank nine percent project applications by the adopted tie-breaker criteria outlined in the QAP. This request form will not include all documentation required for finalizing resource commitments, however it will include more information and details than the general ORCA Project Intake form. 

Please note: Projects interested in pursuing the nine percent LIHTC resource must first complete an intake submission. If you have not already submitted an ORCA Project Intake Form, please complete an intake form submission indicating nine percent LIHTC interest under OHCS Funding Resources. A nine percent Request form will not be reviewed unless an intake form for the project has been submitted. Previously submitted and updated intake forms will count for this requirement.  

Four Percent LIHTC: 
OHCS will open the Impact Assessment applications for four percent LIHTC projects on Monday, March 3 for all projects that had previously submitted an intake application and indicated interest in the resources. For those four percent LIHTC projects, please watch for a Procorem notification with an invitation to the four percent application WorkCenter on Monday, March 3, 2025. At that time applicants will have full access to begin working on Impact Assessment tasks. Applicants must complete all Impact Assessment tasks and upload the required documents to their WorkCenter. Once this is completed, applicants have submitted a four percent application for OHCS Impact Assessment standards review.    

Training:  
OHCS will host the 2025 ORCA with LIHTC training webinar on March 6 from 1 to 2:30 p.m. If you are not able to attend, a recording will be available on the Get Help with ORCA Page. Following the training, OHCS will host office hours to further assist you with the application process. Links to office hours are also found on the Get Help with ORCA page
