The 9% LIHTC Request Form will be available starting January 12, 2026. As outlined in the State of Oregon 2025 Qualified Allocation Plan (QAP), projects seeking 9% LIHTC resources must complete a 9% LIHTC Request Form indicating their interest and including key details about their projects that will used in a competitive selection process.

OHCS will post the 9% LIHTC Request Form and send a technical advisory announcing that posting on January 12, 2026. The form will remain open for six weeks.

The 9% LIHTC Request Form will be used to evaluate, screen, and, if necessary, rank 9% LIHTC project applications by the adopted tie-breaker criteria outlined in the QAP. While this form will not include all documentation required for finalizing funding commitment, it will request more detailed information than the general Oregon Centralized Application (ORCA) Intake form. Additionally, the information provided in the 9% Request Form must remain consistent and accurate through to the eventual final deal and project, as it will be used in the selection process based on the form.

Important Note
Projects interested in pursuing the 9% LIHTC resource must first complete an ORCA Intake form. If you have not done so, please submit an Intake form indicating interest in 9% LIHTC under OHCS Funding Resources. OHCS will not review 9% LIHTC Request Forms unless an ORCA Intake form for the project has been submitted. Importantly, project selection at this stage is conditional. If a project is selected for 9% LIHTC, it will also need to meet all criteria in the ORCA manual and pass ORCA’s Impact Assessment to be approved for a final funding commitment.
