Summary: Senate Bill 51 (2025) made the Department’s preservation work a statutory program, necessitating the update of rules. With the development of the first Preservation Program Manual, the rules were simplified and now emphasize to interested parties that details on program policies can be found in the manual. Other changes to the rules were made to complement rules updates elsewhere, reflecting the Department’s prior implementation of the Oregon Centralized Application.
