New Hampshire Housing issued new guidance effective July 13, 2026 regarding Affordable Housing Assistance Payments (AHAP) requirements for Project Based Vouchers (PBV).
NH Housing is using discretion and flexibility allowed by HUD for the execution of AHAPs after construction has started under certain, delineated circumstances.
NH Housing has underwriting policy guidance about this flexibility and the documentation needed for a request under this policy to start construction before the AHAP is executed. This is Attachment D to NH Housing’s Underwriting Standards and Development Policies for Multifamily Finance. There is a Certification of Compliance form that will be required as well.
