Oregon Housing and Community Services is reaching out with important updates on the resources currently available through the Oregon Centralized Application (ORCA). 

Nine Percent LIHTC resources: The nine percent competitive application, called the Nine Percent Request Form, is currently open for submissions from March 13, 2025 through 11:59 p.m. April 24, 2025. To apply for nine percent LIHTC, a project must first complete the ORCA Intake Form, then submit the Nine Percent LIHTC Request Form. OHCS encourages applications for available funds, including serving veterans and developing permanent supportive housing with associated rent assistance and services funds. ORCA Capacity Building Grant 
The ORCA Capacity Building Grant funds made available this biennium is almost fully subscribed. Once enough applications have been received to fully subscribe, the resource, OHCS will no longer accept new applications for ORCA Capacity Building Grants until additional funds are made available. 

$4.8 million of ORCA capacity investments are currently underway for nonprofit organizations and housing authority applicants serving more than 30 counties across the state. These grants are designed to increase organizational capacity to manage and plan for the financial needs of their portfolio and increase ability to lead development to expand housing supply.
