California Governor Gavin Newsom (D) released a model ordinance for cities and counties to address homeless encampments.
This week’s announcement builds on last July’s executive order directing state agencies to implement humane, dignified approaches to encampments on state property, including outreach and support before removals.
In July, Governor Newsom released $3.3 billion in Proposition 1 funding to expand behavioral health housing and treatment for Californians with serious mental illness, substance use disorders, and those experiencing homelessness.
In Context: The new approach comes after the Supreme Court decision in Grants Pass v. Johnson, ruling that local governments can enforce camping regulations against homeless individuals without violating the Eighth Amendment’s prohibition on cruel and unusual punishment.
