  NH&RA is governed by a volunteer Board of Directors which is elected annually by its membership at the organization’s annual meeting. The Executive Committee is comprised of the organization’s officers and is elected annually by the Board of Directors. Professional staff provide for the day-to-day operations of the association and report to the Board of Directors and Executive Committee.

Oregon Housing and Community Services Updated HOME and HTF Income and Rent Limits

Updated HOME and National Housing Trust Fund (HTF) income and rent limits are now available on the OHCS Income and Rent Limits web page. The HOME Income Limits – HUD Exchange and Housing Trust Fund Income Limits – HUD Exchange were effective June 1, 2025.

Umatilla County experienced a reduction in the actual median income limits. Properties within Umatilla County must use the updated 2025 income and rent limits.

Note, a property funded with HOME does not have to lower its rents below the initial rents used during lease-up.
