The New Jersey Division on Civil Rights (DCR) has updated its FAQs and its Tenant/Applicant Inquiry Form for its Multiple Dwelling Reporting Rule (MDRR) to address the April 2025 amendments to the rule. The amended rule covers owners of 25 or more dwelling units across locations in New Jersey, requires owners to provide DCR’s Inquiry Form to applicants and tenants, adjusts reporting to include all known occupants, and changes penalties for late filing. These new provisions apply to the collection of data by owners beginning on January 1, 2026, and will apply to all MDRR Reports filed in January 2027 and later.
Only owners of multiple apartment dwellings as defined by the prior rule (owners of 25 or more dwelling units at the same general location in New Jersey) must file Reports with DCR by January 30, 2026 for January 1, 2025 through December 31, 2025 data. Owners, to which this is applicable, should continue to use the pre-amendment Inquiry Form and Report Worksheet for the remainder of 2025.
