The Minnesota Housing HOME American Rescue Plan (HOME ARP) Request for Proposals (RFP) opened January 20, 2026. There is approximately $31 million in funding available to increase housing stability by addressing the needs of individuals experiencing homelessness or at risk of homelessness. Information on how to apply and application materials are available on the HOME ARP Funding webpage. 

Applications are due to Minnesota Housing by Tuesday, May 5, 2026, at 12:00 p.m. Central time. Upload application materials and required documents to Minnesota Housing’s online Secure Upload Tool. The Secure Upload Tool will direct the applicant to send items to the following email: [email protected]. Review the Secure Upload Tool Instructions for more information. 

Program Overview 

Minnesota Housing will use its one-time allocation of HOME ARP Program funds to provide financing to selected applicants for any of the following activities: 

  • New construction (with or without acquisition) 
  • Acquisition with rehabilitation 
  • Rehabilitation (without acquisition) 
  • Operating cost assistance with one of the above activity types 

HOME ARP Program regulations require that funds primarily benefit the four qualifying populations: 

  • Homeless (as defined in Code of Federal Regulations, title 24, section 91.5) 
  • At risk of homelessness (as defined in 24 C.F.R. 91.5) 
  • Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking 
  • Other populations who do not qualify under any of the populations above but if activities were implemented, they would prevent family homelessness or serve those with the greatest risk of housing instability 

Virtual Information Session: 

Minnesota Housing staff will host a virtual information session on Thursday, January 29. Potential HOME ARP Program RFP applicants are encouraged to attend. This information session will provide an overview of the HOME ARP Program RFP, including program requirements and submission instructions.
