The Maryland Department of Housing and Community Development is releasing the second draft of the Qualified Allocation Plan (the “QAP”) and Multifamily Rental Financing Program Guide (the “Guide”) for public comment. The second draft of the QAP and Guide incorporates changes based on comments received from interested parties in response to the draft issued on January 15, 2026. All documents relating to the second draft of the QAP and Guide, including clean and blacklined versions and a summary of changes be found on the QAP Revision Page.
The Department will conduct the Internal Revenue Code (IRC) mandated public hearing for the 2026 QAP and Guide virtually on Wednesday, March 25, 2026 at 6:00 pm. Notice of this public hearing has been published in various newspapers throughout the State between March 7 and 9, 2026. Comments or notice of intent to present oral comments at the public hearing should be sent electronically to [email protected] no later than 5:00 pm on Tuesday, March 25, 2026.

Following the public hearing and the review of comments received, the Department will prepare the final QAP and Guide. We anticipate Summer and Fall 2026 Competitive Rounds. Firm dates will be issued shortly.
