The Office of Affordable Housing Programs (OAHP) is sponsoring a webinar to guide HOME Investment Partnerships Program participating jurisdictions and partners through the HOME Final Rule, including provisions with delayed implementation dates. This webinar includes a question-and-answer session during which participants may submit questions related to the Final Rule. Responses will be addressed through future program guidance and Frequently Asked Questions.

Background:

On January 6, 2025, HUD published a HOME Investment Partnership Program: Program Updates and Streamlining Final Rule in the Federal Register that includes the first major regulatory update to the HOME Program since 2013. The Final Rule introduces several important changes intended to streamline program administration and better align HOME requirements with other federal housing programs, including the Housing Choice Voucher (HCV) Program and the Low-Income Housing Tax Credit (LIHTC) Program, consistent with the HOME statute (42 U.S.C. 12741 et seq.).  

The Final Rule was originally scheduled to take effect on February 5, 2025, and the effective date was subsequently delayed to April 20, 2025. Except for certain provisions with delayed implementation dates, compliance with the Rule is required beginning April 20, 2026.
