Oregon Housing and Community Services (OHCS), in partnership with the Oregon Health Authority (OHA) and the Oregon Business Development Department (OBDD), has posted for public comment the 2026-30 draft Consolidated Plan and the 2026 Annual Action Plan.
The 2026-30 Consolidated Plan is a requirement of the U.S. Department of Housing & Urban Development (HUD) designed to help the State of Oregon assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The 2026 Annual Action Plan is a critical component of the broader Consolidated Plan. It serves as the year-by-year blueprint for how Oregon will allocate federal and other resources to address community housing and development priorities. Together these documents serve as a five-year planning tool for HUD Community Planning & Development (CPD) funding which include five federal programs serving Balance of the State locations including:
- HOME Investment Partnership (HOME) Program
- Housing Trust Fund (HTF) Program
- Emergency Solutions Grant (ESG) Program
- Community Development Block Grant Program (CDBG)
- Housing Opportunities for Persons with AIDS (HOPWA) Program

A virtual public hearing will be held from 4 to 5:30 p.m. on Thursday, April 30, 2026. This will be an opportunity to provide feedback on the draft 2026-30 State of Oregon Consolidated Plan and proposed funding allocations in the 2026 Annual Action Plan. Register to attend at this link.
