The Delaware State Housing Authority (DSHA) received $5 million for the Delaware Workforce Housing Program, established by Senate Bill 22, to increase the amount and quality of available workforce housing in Delaware.

DSHA has posted a draft of the proposed guidelines for the Workforce Housing Program online. 

Any qualified workforce housing investor making a qualified workforce housing investment Level 1 or Level 2 is entitled to a grant in the amount up to 20% of the Workforce Housing Qualified Real Property Investment (QRPI) in excess of the MQI. Per the legislation, workforce housing is defined as a residential dwelling for a household whose income does not exceed 100% Area Median Income.

DSHA is accepting public comments on the draft guidelines until Friday, May 1, 2026, at 3 p.m. EST. This is an opportunity for stakeholders to submit feedback before the formal Administrative Procedures Act process begins.
