The new MAP Guide delegates more underwriting responsibility to approved “MAP lenders” and includes all relevant guidance published by FHA since the MAP Guide was last updated in 2011.

U.S. Department of Housing and Urban Development (HUD) released recently a draft form of an updated Multifamily Accelerated Processing (MAP) Guide. The agency is inviting stakeholders to provide feedback until May 14, 2015.

Market analysts and industry peers gathered for the NCHMA Spring Meeting to discuss ways to streamline and improve U.S Department of Housing and Urban Development (HUD) and LIHTC underwriting market analysis. Participants also considered ways market analysts could collaborate better with industry partners and clients.

HUD announced a series of clarifications that are effective immediately and will be reflected in a revised Multifamily Accelerated Processing (MAP) Guide. They focus on equal pay-in, bridge loans, identity of interest, subordinate debt, vacancy rates, and developer fees.

The National Council of Housing Market Analysts gathered this week in New Orleans for discussions as bright and energetic as the legendary holiday decorations that lit up historic Roosevelt Hotel where they took place. While NCHMA is largely made up for market analysts, the event attracted professionals from across the industry. Eight in-depth panels featured the voices of Housing Finance Agency representatives, developers, and syndicators, in additional to market analysts. The conference participants delved into issues that spanned from adjusting for potential Section 8 subsidy loss to identifying market red flags to strategies for Year 15 projects.

HUD and the U.S. Census Bureau recently released the results of the 2013 American Housing Survey (AHS), marking the 40th year the survey has taken a detailed look at the U.S. housing stock including detailed information on housing costs and quality.

A key element in the development or acquisition of a low-income housing tax credit (LIHTC) property is the real estate appraisal.

A recent memo released by HUD dated August 7, 2014, addresses the use of a lender ordered MAP appraisals in lieu of a separate Rent Comparability Study (RCS) for Mark-Up-To-Market transactions. The Department plans to change the current RCS guidelines upon publication of the long awaited updated Section 8 Renewal Policy Guide to allow for the use of a lender ordered MAP appraisal that will serve a dual purpose; serving as an RCS and for use in underwriting an application for HUD mortgage insurance.
