The New Jersey State Legislature is considering a bill that would abolish the state’s Council on Affordable Housing, and transfer control of affordable housing programs to municipalities and the State Planning Commission. The bill, introduced by Sen. Raymond J. Lesniak, would also include regional contribution agreements (RCA) that would allow towns to pay for other municipalities to build affordable housing, through the end of 2011.
