NH&RA and its Council for Energy Friendly Affordable Housing (CEFAH) have progressed further in their efforts to try to increase the availability and use of federal Weatherization Assistance Program funds in multifamily housing properties. The American Recovery and Reinvestment Act of 2009 provided an extra $5 billion nationally to help pay for weatherization improvements (better insulation, energy-efficient windows, etc.) to housing units occupied by low-income persons. At a recent meeting with HUD, CEFAH continued discussions to find a way to dedicate a larger share of weatherization dollars for multifamily properties, and develop a mechanism to channel weatherization funds to multifamily properties as loans rather than grants.
