The Arizona Department of Housing (ADOH) has released the draft 2012 Qualified Allocation Plan for public review and comment. Specific changes include:

  • The agency will no longer allow projects to be awarded more than $1,500,000 in tax credits;
  • ADOH will now allow up to a 25% forward commitments of 2013 credits if the agency determines that the project will add a significant number of jobs;
  • The 2012 draft QAP includes new disqualification characteristics;
  • Applicants that request consideration in a set-aside category must now have a minimum score of 100 to qualify for each category;
  • Applicants may be awarded a maximum of 20 points for sustainable development, as opposed to a maximum of 30 points in the 2011 QAP;
  • Applicants may now be awarded up to a maximum of 15 points for occupancy preferences including projects specifically designed for families, veterans and the elderly;
  • Acquisition/rehab projects, acquisition/demo projects, and projects that involve new construction of a blighted structure or stalled property will now be awarded up to 25 maximum points;
  • Projects funded by USDA/RD through section 514/515/516 or 538 programs will now be awarded up to 5 points as opposed to 2 points in the 2011 QAP;
  • A maximum of 35 job creation points will be awarded for those projects that are ready to commence construction and can be placed in service prior to December 31, 2013;
  • ADOH will now assess a $100 late fee for every 30 days that the applicant is delinquent in pay the monitoring fee after March 15.

The agency will host two public hearings regarding the draft 2012 QAP. The first meeting will occur Wednesday October 26 from 10:00 am to 12:00 pm at the Pima County Housing Center located at 801 W. Congress Street in Tucson, AZ. The second meeting will occur Thursday October 27 from 2:30 pm to 4:30 pm at the ADEQ Building located at 1110 W. Washington, Room 250 in Phoenix, AZ. The application deadline for the 2012 round is 4:00 P.M. March 1, 2012 and a non-refundable application fee of $5,000.00 is due at that time.
