The National Park Service (NPS) recently issued a request for public comments on proposed increases to the fees NPS charges for reviewing Historic Preservation Certification Applications for historic rehabilitation tax credits (HTCs). These fees, unchanged since 1984, are expressed in fixed dollar amounts and currently do not contain provisions to make adjustments over time. NPS is proposing fees that are projected to be less than the direct costs of the program, but are a higher percentage of costs than the current fees. The agency has also proposed a new fee schedule which will apply to new applications received by State Historic Preservation Offices (SHPOs) after the effective date.
