The Texas Department of Housing & Community Affairs has released several updates for its multifamily housing programs:



  1. TDHCA has posted updated versions of the 2013 Multifamily Uniform application with corrected calculations for scoring items concerning income and tenant rent levels. This application should be used for Housing Tax Credits, Tax Exempt Bonds, the HOME Investment Partnership Program, and the Neighborhood Stabilization Program. Applicants should use the application and programs procedures manual marked “December 28″ for their submissions. All of the files can be found on the Multifamily Housing Applications page.
  2. TDHCA released further information on two of its selection criteria for the 2013 Housing Tax Credit program, particularly for the Quantifiable Community Participation (QCP) and Declared Disaster Area criteria. TDHCA posted an information packet for applicants seeking points for the QCP category. The QCP category awards points to applicants that have engaged qualified organizations to encourage community participation from Neighborhood Organizations for the proposed development. The packet contains pertinent information to assist Neighborhood Organizations in determining whether they are “qualified” under TDHCA’s definitions and how to submit the appropriate supplemental forms with the application for consideration. The information packet can be found by clicking here.  In response to several inquiries from applicants on the Declared Disaster Area (DDA) criteria, TDHCA sent a listserv announcement to clarify how points will be allocated in this category. Points will be awarded to projects located in an area declared to be a disaster area within the preceding two years. Based on staff interpretation of the DDA criteria, all counties are eligible for 8 points, with the exception of Wood and San Patricio Counties, which will be eligible for 7 points. TDHCA plans to post a list of Frequently Asked Questions to address these and other questions received by the agency in the coming days.
  3. TDHCA has also released a draft version of its 2013 State of Texas Low Income Housing Plan and Annual Report. This report provides an overview for state housing needs as well as performance measures for the distribution and administration of TDHCA’s funding resources from the previous fiscal year. TDHCA will collect public comments on report through February 4, 2013.
