HUD recently issued Notice PIH-2013-11 to provide instructions for submitting requests for Subsidy Layering Reviews (SLRs) according to various guidelines. Notice describes the process for submitting SLR packages including the process between submitting the requests to the local HUD Field Office, the Field Office’s SLR package review requirements, as well as the steps Headquarters takes to complete the review. These instructions do not apply to SLRs performed by qualified housing credit agencies including, State housing finance agencies, participating jurisdictions under the HOME program, or other State housing agencies that meet Section 42 requirements. HUD Notice FR”“5417″“N”“01 provides guidelines to PHAs for requesting subsidy layering reviews through participating HCAs when the request for project based vouchers (PBVs) includes LIHTC assistance.
