The HUD Transformation of its Fort Worth and Kansas City offices is complete, which means the Southwest Region is operating fully under the new single underwriting model. A dedicated LIHTC team, led by Fort Worth Branch Chief Liz Arteaga, will handle all of the region’s tax credit deals.

HUD Multifamily Transformation Kicks Off in Fort Worth and Kansas City

On November 5, 2014, HUD’s Office of Multifamily Housing and the Office of Field Policy and Management hosted an official kick-off event to celebrate the new Multifamily Southwest Region. Acting FHA Commissioner Biniam Gebre provided the keynote address to stakeholders at the Regional Center in Fort Worth, and Ben Metcalf, Deputy Assistant Secretary of Multifamily Housing Programs, addressed stakeholders who attended the event at the Regional Satellite Office in Kansas City.

The event provided an opportunity for external stakeholders to meet with national and regional leaders, including Kelly Haines (SW Regional Director), Tom Goade (SW Director of Production) Ray Richardson (SW Director of Asset Management- FTW), Edward Manning (SW Director of Asset Management- KC), and Joe Pennel (SW Operations Officer). Stakeholders were provided the opportunity to engage with leadership and to ask questions about the new Multifamily business model, which includes the following components:

Workload Sharing to evenly distribute the MF workload across the country, the Underwriter Model in Production which segments applications by risk and assigns them to a single, specialized underwriter based on complexity, and the Account Executive Model in Asset Management which segments assets by risk and complexity and assigns them to a single, specialized point of contact.

These improvements will allow Multifamily to provide better customer service, operate more efficiently and consistently, and improve risk management.

Second Phase

Deputy Assistant Secretary Ben Metcalf from HUD recently announced that second phase of the Multifamily Housing Transformation has begun  in the following offices:  Chicago, Minneapolis, Detroit, Columbus, Cleveland, Indianapolis, and Milwaukee. These offices will be streamlined into one Midwest Region, with Chicago serving as the Regional Center and Minneapolis and Detroit serving as the Regional Satellite Offices. Asset Management will continue to operate in the remaining field offices.

To support staff during this transition, Multifamily Housing will reallocate some of the work through workload sharing to different Multifamily offices or to third-party vendors in Production (Summit Consulting, LLC) and Asset Management (Alpine Companies, Inc.).

Production: Beginning October 15, 2014, all applications for the Midwest Region, including Chicago, Minneapolis, Detroit, Columbus, Cleveland, Indianapolis, and Milwaukee, must be sent to a single point of contact for processing.  The following procedures will be implemented to ensure the timely processing of applications:

  1. Lenders will submit electronic copies (CDs) of the applications to:

Office of Multifamily Housing
U.S. Department of Housing and Urban Development

  1. Applications will be uploaded and assigned to a Regional Center/Satellite Office or to Summit Consulting, LLC for processing;
  2. Lenders will be notified of the office processing the application and receive instructions from the Midwest Regional Center in Chicago on where to forward hard copies of the application;
  3. Until further notice, all concept meetings will be conducted in the current program centers.

 

Asset Management: Many transactions in the existing Chicago, Minneapolis, Detroit, and Columbus Hubs, including Cleveland, Indianapolis, and Milwaukee, will soon be shifted to other locations.  Property owners and lenders who are impacted will receive notification with directions for contacting the appropriate HUD or Alpine Companies, Inc. representative.  HUD does not expect any significant servicing interruptions.
