Oregon Housing and Community Services (OHCS) released a new Average Income Policy, which details the restrictions, utilization requirements and fees for projects electing to use the average income set aside. For competitive applications, this set-aside is only able to be used by projects that had resources reserved after November 7, 2019 and have not made a minimum set aside election on their 8609; competitive applications awarded after this time would only be eligible if they had applied using the Average Income structure.
