HUD published the 2025 income/rent limits for the HOME and Housing Trust Fund. These limits are effective June 1, 2025. Owners and Agents must use these new limits for all move-ins and recertifications on or after this date.
HOME (including HOME-ARP) and Housing Trust Fund (HTF)
- Any certifications prior to June 1, 2025, must continue to rely on the 2024 limits;
- The HOME limits are available here;
- The HTF limits are available here;
- Any rent increases for HOME and/or HTF units must be approved by NH Housing in advance. All tenants must be given a 30-day written notice and rent increases must be implemented in accordance with the lease;
- All rent increase requests must be sent to [email protected];
- If the limits have gone down, existing properties must implement the new limits at the next certification. HUD does not hold harmless the income/rent limits; and
- The income and rent limits will not be posted to NH Housing’s website until the effective date. To access NH Housing’s website for when the limits are posted, you can find them here.
Required information for a rent increase
- Effective date of the rent increase;
- Name of property;
- Property location;
- Identify Low HOME, High HOME, or HTF and bedroom size;
- Current Low, High HOME or HTF rent being charged;
- Proposed Low, High HOME or HTF rent to owner; and
- Current utility allowance and identify if PHA or an alternate method.
Utility Allowances
- Utility allowances must be reviewed annually;
- If your property will utilize an alternate utility allowance, and your property has LIHTC in it, and your funds were committed on or after 8/23/2013 please follow the LIHTC Utility Allowance Policy for HOME utility allowance implementation; and
- NEW – If your property’s funds are committed on or after 4/20/2025, you may now use the PHA utility allowance or the HUD Utility Schedule Model. We are awaiting further guidance from HUD regarding needing their approval to implement another alternate method beyond the two referenced in this bullet.
**On Jan. 6, 2025, HUD published the HOME Final Rule, which was to take effect on Feb. 5, 2025. On Feb. 3, 2025, HUD delayed the effective date of the HOME Final Rule until April 20, 2025, to be consistent with the President’s Jan. 20, 2025, memorandum titled “Regulatory Freeze Pending Review.” On April 17, 2025, HUD issued through the Federal Register announcing certain provisions of the HOME Final Rule are further delayed. All other provisions that are not further delayed are effective April 20, 2025. We will be providing additional information/guidance on the final rule under separate cover.**
