The Alaska Housing Finance Corporation (AHFC) is soliciting comments for changes to the current Qualified Allocation Plan (QAP) for the Greater Opportunities for Affordable Living (GOAL) Program. Any changes will become effective during the SFY 2026 GOAL Cycle. The QAP currently covers the allocation of four funding sources, LIHTC, the HOME Investment Partnership Act, the National Housing Trust Fund and the Senior Citizens Housing Development Fund.   

Comments are due by 5:00 p.m. April 7, 2025. 

AHFC is interested in comments on all aspects of the QAP. Potential changes under consideration by AHFC: 

  1. Developer, Project Sponsor and Property Management Team experience requirements. 
  2. Re-evaluation of scoring weights and ranges used to assign points and penalty points. 
  3. Other changes to ranking criteria used in the SFY 2025 round were based on public comments and staff recommendations. 
  4. Requesting feedback, experiences, suggested improvements and data regarding the locking medicine cabinet requirement. 
  5. Requesting feedback, experiences, suggested improvements and data regarding the operation and effectiveness of the Job Training Program scoring incentive.
