Minnesota Housing released the Preservation Framework for the Targeted Stabilization of Regulated Affordable Rental Housing for public comment. The Preservation Framework was developed pursuant to 2025 legislative authorization and informed by engagement with housing stakeholders across Minnesota. 

The Preservation Framework examines existing preservation tools and strategies, as well as opportunities to strengthen programs, policies, and processes to better support the targeted stabilization of regulated affordable rental housing. 

The public comment period will run from January 20 through 5 p.m. Central time on February 3, 2026. The Preservation Framework will be delivered to the Legislature by February 15, 2026.
