The Tennessee Housing Development Agency (THDA) released a $3,377,390 2020 National Housing Trust Fund Notice of Funding Availability (NOFA). The funding will go to Public Housing Authorities and nonprofit developers to implement eligible, affordable rental housing development activities, including the acquisition and/or rehabilitation of units or the new construction of units for rent to extremely low-income persons.

Pennrose and the Chattanooga Housing Authority (CHA) celebrated the redevelopment groundbreaking ceremony for Cromwell Hills and Emerald Villages in Chattanooga, TN. The comprehensive initiative will repair and upgrade 200 units at the Cromwell Hills apartment complex and redevelop 111 scattered-site units into the new Emerald Villages.

Representative Ilhan Omar (D-MN) introduced the Homes for All Act of 2019, which will dramatically expand the public housing stock in the U.S. and guarantee housing as a human right. The bill will authorize construction of 12 million new public housing and private, permanently affordable rental units.

House Committee on Financial Services Chairwoman Maxine Waters (D-CA) and Senator Kamala Harris (D-CA) introduced the Housing is Infrastructure Act of 2019 (H.R. 5187/S. 2951). The bills contain the following investments in housing:

Democratic presidential hopeful Mayor Pete Buttigieg (South Bend, IN) released An Economic Agenda for American Families which includes spending $430 billion on affordable housing measures. “He will enable more than 2 million more units of affordable housing to be built or restored where it is needed most, using billions of dollars of investments in the Housing Trust Fund, Capital Magnet Fund, HOME and CDBG funds, and the Low Income Housing Tax Credit.”

Kentucky NOFA For Tax-Exempt Bonds with Gap Financing
Kentucky Housing Corporation (KHC) released the 2020 Notice of Funding Availability (NOFA) for Tax-Exempt Bonds with Gap Financing. A combined total of $5.7 million of HOME Investment Partnerships Program (HOME), Affordable Housing Trust Fund (AHTF), and National Housing Trust Fund (NHTF) funds is available.

The New Hampshire Housing Finance Authority released the Draft 2020 Action Plan for the use and distribution of HUD block grants, including Community Development Block Grants, HOME Investment Partnerships, National Housing Trust Fund and Emergency Solutions Grants. Public comments should be submitted by September 30, 2019.

The Wisconsin Housing and Economic Development Authority announced a competitive National Housing Trust Fund (HTF) application cycle available only to projects that will be applying for nine percent LIHTCs in the Supportive Housing Set-Aside in the 2020 LIHTC Cycle. To be eligible for this HTF funding round projects must meet all requirements for Supportive Housing Set-Aside applications as defined in the 2019-2020 QAP.

The Arizona Department of Housing (ADOH) is holding a public meeting to receive input on the use of $3.5 million in newly allocated funds from the Housing Trust Fund that shall be used for constructing or renovating facilities and on housing assistance, including support services, for persons who have been determined to be seriously mentally ill and to be chronically resistant to treatment.

The Arizona Department of Housing (ADOH) is holding a public meeting to receive input on the 2020-2024 Consolidated Plan and Analysis of Impediments to Fair Housing on August 20, 2019 from 5 to 6 pm MST at the Scott Resort and Spa Resort, 4925 N. Scottsdale, Arizona 85251. As part of the process, ADOH is conducting two brief surveys to help identify community priorities.
