President Obama has announced plans to freeze domestic discretionary spending at its current level for three years. The freeze would cover the agencies and programs for which Congress allocates specific budgets each year and would almost certainly include Department for Housing & Urban Development programs like Section 8, HOPE VI, CDBG, and HOME. The proposed freeze would exempt security-related budgets for the Pentagon, foreign aid, the Veterans Administration and homeland security, as well as the entitlement programs that make up the biggest and fastest-growing part of the federal budget including Medicare, Medicaid and Social Security.
