HUD’s most recent “In Depth” article highlights a New York state ordinance that expands protections for renters. The Housing Stability and Tenant Protection Act of 2019 has two primary objectives. One is to add protections that further regulate rent-controlled units. Specifically, the act limits the amount and conditions under which rents for these units can increase and eliminates the provision that allowed landlords to deregulate units once tenants’ income reached a certain threshold. The other objective is to expand legal protection to tenants facing eviction. The act extends the notification period before a landlord can evict a tenant and gives courts more discretion in granting grace periods to tenants facing eviction. These provisions apply to all rental properties in the state. The article also discusses the findings of a preliminary analysis of this law conducted by New York University’s Furman Center for Real Estate and Urban Policy.
