Hawaii Governor Josh Green (D) signed ten bills that will expand access to affordable housing and provide much-needed assistance to families and individuals who might be at risk of becoming homeless:

  • SB1357, (Act 90): Relating to Affordable Housing on Hawaiian Home Lands extends the sunset dates for the issuance of county affordable housing credits;
  • HB675, (Act 91): Relating to the Hawaii Housing Finance and Development Corporation requires the state to open at least two application periods for various funding sources;
  • HB677, (Act 92): Relating to the Dwelling Unit Revolving Fund changes the computation of interest that a purchaser of certain real property is required to pay to the Hawaii Housing Finance and Development Corporation upon the purchaser’s sale or assignment of the real property after a specified period of time. Authorizes the Hawaii Housing Finance and Development Corporation to establish a five-year dwelling unit revolving fund equity pilot program and report to the Legislature regarding the pilot program. Authorizes the Hawaii Housing Finance and Development Corporation to use up to $10,000,000 of existing funds in the dwelling unit revolving fund for the pilot program;
  • HB992, (Act 93): Relating to the Affordable Homeownership Revolving Fund requires deposits into the fund;
  • HB1366, (Act 94): Relating to Homelessness sunsets the program on Jan. 1, 2026 and requires the department of human services to establish a three-year return-to-home pilot program to provide eligible homeless individuals with assistance in being reunited with family and relatives in their home state;
  • HB1397, (Act 95): Relating to Supportive Housing sunsets the program on June 30, 2025 and establishes a supportive housing pilot program in the Statewide Office on Homelessness and Housing Solutions;
  • SB764, (Act 96): Relating to Affordable Housing allows banks to invest in entities formed to invest in developing residential properties that qualify for LIHTCs. This bill encourages the financing of affordable residential housing projects by increasing the investment limit;
  • SB865, (Act 97): Relating to Housing establishes a 99-year leasehold program to develop low-cost homes on state- and county-owned land in an urban redevelopment site to be sold in leasehold by the Hawaii Community Development Authority to qualified residents;
  • SB898, (Act 98): Relating to Kupuna Housing temporarily expands the State Rent Supplement Program for qualified persons who are 62 years of age or older and are homeless or at imminent risk of becoming homeless; and
  • HB674, (Act 99): Relating to the Hawaii Public Housing Authority (HPHA) repeals the percentage requirements related to admission of applicants into federal and state low-income public housing units.
