Comments Due August 20 on Alabama’s 2021 QAP, HOME Action Plan and National Housing Trust Fund Plan; Public Hearing July 21

The Alabama Housing Finance Authority will hold a public hearing at 9:00 am CT on July 21 concerning the proposed 2021 HOME Action Plan, the Housing Credit Qualified Allocation Plan and the National Housing Trust Fund Allocation Plan (Plans) for the distribution of HOME funds, Housing Credits and National Housing Trust Funds in exchange for the new construction and substantial rehabilitation of low-income projects and for the monitoring of HOME, Housing Credits and National Housing Trust Funds for all projects. The hearing will be held at the Riverwalk Stadium located at 200 Coosa Street, Montgomery, AL, 36104.

Applications for Alabama NHTF Due March 6

Applications for the National Housing Trust Fund Program (NHTF) are being accepted by Alabama Housing Finance Authority (AHFA) for the remaining 2018 and 2019 funding. Applications to be considered for this funding pool must be received by AHFA prior to 5:00 pm ET, on Friday, March 6, 2020. The NHTF Program Status Report includes pending applications, awards, returned awards and terminated applications.

Alabama property owners that received LIHTCs, LIHTCs with HOME funding or LIHTCs with Multifamily Bond financing from the Alabama Housing Finance Authority and received 8609s for their property, must use DMS Authority Online to complete the Annual Owner Certification by March 2.

The Alabama Housing Finance Authority has posted its  2020 HOME Investment Partnerships Program Action Plan, 2020 Housing Credit Qualified Allocation Plan, and 2020 Housing Trust Fund Allocation Plan. Additionally, the DRAFT 2020 Multifamily Funding Application Forms Package (Application Forms Package) is provided for review.

Alabama Holds Public Hearing on Five-Year Consolidated Plans, Analysis of Impediments on December 17

The Alabama Housing Finance Authority (AHFA) will hold a public hearing at 9:30 am CT on December 17 on its Five-Year Consolidated Plan for Program Years 2020-2024 for the Community Development Block Grant program (CDBG), the Emergency Solutions Grants program (ESG), the Housing Opportunities for Persons with AIDS program (HOPWA), the Home Investment Partnerships program (HOME) and the Housing Trust Fund program (HTF). The hearing will also cover the Program Year 2020 One-Year Annual Action Plans for the CDBG, ESG, HOPWA, HOME and HTF programs. The meeting will take place at the Alabama Center for Commerce, 7th Floor Auditorium, 401 Adams Avenue, Montgomery, AL 36104. Immediately following the conclusion of the Plans’ public hearing, representatives from ADECA and Western Economic Services, LLC of Portland, OR, will conduct a public meeting on the State of Alabama’s 2019-2020 Analysis of Impediments to Fair Housing Choice.
