The Colorado Housing and Finance Authority (CHFA) has implemented new steps to manage its Private Activity Bond (PAB) volume cap and ensure efficient deployment of this limited statewide resource.
The Colorado state legislature is considering HB19-1228, which would increase the amount of state Affordable Housing Tax Credits from $5 million to $10 million, at the March 21 meeting of the House Finance Committee. The bill is sponsored by State Representative Shannon Bird, Representative Brianna Titone, Senator Jack Tate and Senator Rachel Zenzinger.

The Colorado Housing and Finance Authority (CHFA) will implement a new income averaging policy and income averaging compliance guidelines as part of the 2019 Qualified Allocation Plan. The policy is effective as of Jan. 1, 2019. CHFA also released an updated income averaging FAQ.
The 2019 QAP has been approved by the CHFA Board of Directors and forwarded to the Governor of Colorado for approval. The draft version is now available on the CHFA website.
