Downtown Development District Grants Available in Delaware
Grant rebates of up to 20 percent are available on qualified investments in commercial, industrial, residential or mixed-use buildings or facilities located within the designed downtown districts in Wilmington, Dover and Seaford. Large Project applications will be due to to the Delaware State Housing Authority by 4 p.m. on Monday, May 16, 2016.
Delaware Hosts Forum to Discuss NHTF
A public meeting will be held for the purpose of obtaining the views of interested citizens on housing needs and comments on the NHTF. An Allocation Plan for the NHTF will subsequently be developed and a draft released for public comment.
Delaware Hosts LIHTC QAP Hearing December 17
Delaware State Housing Authority (DSHA) is in the process of finalizing the State of Delaware’s 2016 Low Income Housing Tax Credit (LIHTC) Qualified Allocation Plan (QAP). DSHA will hold a public hearing to discuss the proposed QAP on Thursday, December 17, 2015.

FHLBank 2015 Affordable Housing Program Offers Funding for Projects in DE, PA, WV
The Bank’s 2015 Affordable Housing Program (AHP) funding round opened June 8 with approximately $23 million in funding available. Applications are due August 11. Funding is available for projects in Delaware, Pennsylvania, and West Virginia.
DSHA Announces 2015 LIHTC QAP Has Been Approved

DSHA Issued the First of Three Tax-Exempt Multi-Family Bonds
On December 3, the Delaware State Housing Authority (DSHA) issued the first of three tax-exempt multi-family bonds for the 4% LIHTC that DSHA plans to issue in December 2014. IRS Sets State Credit Ceilings for 2014
The Internal Revenue Service (IRS) announced in Revenue Procedure 2013-35 that it has set the inflation-adjusted State credit ceiling for the Low-Income Housing Tax Credit (LIHTC) program and private activity bond caps for calendar year 2014.

The Internal Revenue Service (IRS) recently published Revenue Procedure 2013-31, which details the amounts of unused Low-Income Housing Tax Credit (LIHTC) carryovers allocated for calendar year 2013.
Delaware Neighborhood Assistance Act Program FY2014
The Delaware State Housing Authority (DSHA) announced the authorization of the Neighborhood Assistance Act (NAA) FY 2014. The NAA Program encourages businesses and individuals who pay Delaware state income taxes to invest in programs serving impoverished neighborhoods or serving low- and moderate-income families. In exchange for a qualified contribution, the NAA provides state tax credits equal to 50% of the investment. There is a maximum of $500,000 in tax credits available and DSHA will resume accepting NAA applications on a first-come, first-served basis.

The Delaware State Housing Authority has released draft versions of its 2013 Qualified Allocation Plan (QAP), cover sheet, and attachments. The draft contains several changes from the 2012 QAP.
