While tax credit equity remains the biggest industry concern, debt financing is also elusive for many developers. 2010 promises to be a challenging year–originations are down, underwriting standards are only becoming stricter and, with then end of the TCAP program and declining state budgets, gap financing will become even more difficult to obtain. Ernst & Young Issues Major Report On LIHTC Program

On behalf of Enterprise Community Partners, Inc. and Local Initiatives Support Corporation (LISC), the accounting firm Ernst & Young (E&Y) has conducted a major survey entitled “Low-Income Housing Tax Credit Investment Survey” to provide an understanding of the current market environment for the LIHTC as well as investor motivations and investor responses to potential legislative enhancements to the LIHTC Program.

U.S. Senators Introduce Bills to Extend GO Zone Credits

U.S. Senators Roger Wicker and Thad Cochran of Mississippi recently introduced legislation that would extend the Gulf Opportunity Zone (GO Zone) bonus tax credit, which has been an integral tool in attracting investment to the Gulf Coast after the devastation caused by Hurricane Katrina in 2005.

NH&RA Urges Congress to Extend GO Zone Benefits

NH&RA’s Historic Preservation Development Council is working to extend expiring Tax Incentives for historic rehabilitation projects in the Gulf Opportunity Zone in Louisiana, Mississippi and Alabama. These benefits are currently due to expire at the end of 2009. As a result of our efforts we expect legislation to be introduced shortly that will be co-sponsored by Congressman Artur Davis (D-Ala.) and Congressman Charles Boustany (R-La.).

Congress Introduces Historic Tax Credit Legislation

Senators Blanche Lincoln (D-AR) and Olympia Snowe (R-ME), along with Reps. Allyson Schwartz (D-PA) and Pat Tiberi (R-OH) have introduced legislation that would make a number of legislative changes to the federal historic rehabilitation tax credit.

The New York State New York State Department of Taxation and Finance (Office of Counsel) has issued a guidance letter concerning the recently enacted New York State Commercial Historic Tax Credit.
