Oregon Housing and Community Services, Oregon Health Authority and Oregon Business Development Department are seeking public comments for priorities for housing and community development in its Proposed 2019 Annual Action Plan (AAP).

The House Appropriations Committee recently approved FY 2020 allocations for its 12 subcommittees, known as 302(b)s. The allocations total $1.295 trillion in discretionary funding and were approved on a 30-22 vote.

HUD released a proposed rule that would prohibit mixed immigration status families from living in public and other HUD-assisted housing. The proposed rule would require the verification of the eligible immigration status of all household members and would make prorated assistance temporary until the eligibility for housing assistance has been determined.
HUD’s Housing Notice 2019-07 provides incentives for multi-family property owners to invest in Opportunity Zones across the nation. Applicants to FHA’s Section 221(d)(4), Section 220 and Section 223(f) will be eligible for significantly lower application fees provided the property is located within an Opportunity Zone.

Using the HUD-published data, the Novogradac Rent & Income Limit Calculator© will calculate low-income housing tax credit (LIHTC) rent and income limits for every county and every metropolitan statistical area in the US.
HUD now expects to release the RAD revised notice (RADRev4) with modest changes to the public housing component and thorough instructions for the new RAD-for-PRAC authority in early to mid-June 2019. While waiting for RADRev4 there is plenty PHAs and their partners can do now to take advantage of recent flexibilities with RAD and other HUD preservation-redevelopment tools.
In 2015, HUD was authorized to establish a Pay For Success (PFS) demonstration for achieving energy and water savings in the multifamily assisted housing stock. HUD has now published the intent to collect information with comments due on July 8
HUD released the 2019 Mortgage Limits for Multifamily Housing Programs. The notice also updates the per unit limit for substantial rehabilitation from $15,000 to $15,933.
