HUD has released a new discussion draft of Major Features of the 2011 Budget Proposal on Transforming Rental Assistance (TRA). TRA is a proposed multi-year initiative to preserve public and assisted housing by converting properties to a new project-based subsidy structure that includes a tenant mobility component. TRA as it is proposed would provide $350 million in 2011 to convert public and assisted housing units into project-based section 8.  The discussion draft outlines key topics including the conversion process, tenant rights, and applicant issues.  It also outlines a number of key questions that HUD is seeking input on.  The current draft does not discuss in detail the eligibility criteria for private owners of HUD assisted properties.  NH&RA is currently working on recommendations for HUD and Congress on how this program should be implemented. 

This will be a major topic of discussion at the NH&RA Spring Policy Forum, May 20-21 at the Liaison Hotel in Washington, DC.  Featured speakers from HUD include General Counsel Helen Kanovsky and Deputy Assistant Secretary for Multifamily Housing Carol Galante. Early Registration ends April 21.
