SCOTUS Stays CDC’s Eviction Moratorium

The Supreme Court of the U.S. (SCOTUS) issued a temporary stay on a lower court ruling seeking to overturn the federal eviction moratorium issued by the Centers for Disease Control and Prevention (CDC). The eviction moratorium will remain in place through July 31, 2021.

NH&RA Sends Senate Banking Committee Letter Supporting Nomination of Julia Gordon as FHA Commissioner

NH&RA sent a letter to the Senate Committee on Banking, Housing and Urban Affairs supporting the nomination of Julia Gordon as Federal Housing commissioner/assistant secretary for housing at HUD. The committee will consider Gordon’s nomination after they return from the Independence Day recess next week.

HUD Notice Extends Effective Period for 2019, 2020 QCTs, DDAs Not on Subsequent Lists

HUD published a notice in the Federal Register extending the period by 180 days for which certain 2019 and 2020 qualified census tracts (QCTs) and difficult development areas (DDAs) are effective for purposes of the LIHTC. The notice, in response to the COVID-19 pandemic and presidentially declared emergency, extends the eligibility period from 730 days to 910 days for properties in QCTs and DDAs that are not on subsequent lists of QCTs and DDAs and that submitted applications while the area was a 2019 or 2020 QCT or DDA.

HUD Publishes List of Granted Wavier Request for Q1 2021

HUD published a list of all the waiver requests it granted in the first quarter of 2021 for the offices of Community Planning and Development, Office of Housing and Office of Public and Indian Affairs. Forty Percent of Public Housing at High-Risk from Natural Hazards

A new report from the National Low Income Housing Coalition and the Public and Affordable Housing Research Corporation examines the locations of project-based federally assisted properties in relation to risks for 18 types of natural hazards ranging from flooding and hurricanes to earthquakes and wildfires. One-third of federally assisted homes are in areas at very high or relatively high risk for negative impacts from natural hazards compared to one-quarter of all renter-occupied homes and just 14 percent of owner-occupied homes.

Illinois Passes Affordable Housing Property Tax Incentive

A new property tax incentive passed the Illinois General Assembly in the landmark affordable housing omnibus and is now on to Governor JB Pritzker (D) for signature. The incentive establishes tiers of affordability and property tax relief

Initiate FHLBank of Pittsburgh AHP Application by July 9

The Federal Home Loan Bank of Pittsburgh is encouraging applicants of its Affordable Housing Program (AHP) to initiate their application by July 9. Alabama 2022 QAP Hearing – July 28

The Alabama Housing Finance Authority will hold a hearing on its draft 2022 QAP, draft 2022 HOME action plan and draft 2022 National Housing Trust Fund allocation plan at 10 a.m. ET on July 28 CT at the Hampton Inn & Suites – Eastchase (7651 Eastchase Parkway, Montgomery, AL 36117). Comments can be sent via the 2022 plan comment form by 5 p.m. ET on August 27. 

QAP Arizona

Arizona Amends RHP Action Plans

HUD is allowing states to combine their 2020 AND 2021 Pilot Recovery Housing Program Action Plan submissions. Accordingly, the Arizona Department of Housing combined its 2020 and 2021 plans and is accepting comments through July 16. Comments should be sent to publiccomment@azhousing.gov.

Florida Hosts RFA 2021-205 Workshop – July 13

Florida Housing will host a workshop on its RFA 2021-205 SAIL Financing of Affordable Multifamily Housing Developments To Be Used In Conjunction With Tax-Exempt Bonds And Non-Competitive Housing Credits on July 13 at 2 p.m. ET. Florida Housing Posts Updated RFAs, Pro Formas for Regional RFAs

Florida Housing posted new drafts of the LIHTC Geographic RFAs and Development Cost Pro Formas.  Each RFA Webpage also includes a comparison document outlining the changes between the last posted draft and the new draft.

QAP Illinois

Comments on Illinois’ Draft 2022-2023 QAP Due July 30

The Illinois Housing Development Authority (IHDA) released the 2022-2023 draft QAP. IDHA will hold a public hearing at 10 a.m. CT on July 20. Comments should be sent to qapfeedback@ihda.org by 5 p.m. CT on July 30.
