Florida Housing Announces 3rd Modification in RFA 2018-113

On Wednesday, November 7, at 4:50 p.m., Florida Housing issued a Modification to RFA 2018-113 Housing Credit Financing for the Preservation of Existing Affordable Multifamily Housing Developments.  This modification, a revised Exhibit A, and a complete RFA which reflects all modifications to date (both a blackline and clean version), have been posted to the Corporation Website:  https://www.floridahousing.org/programs/developers-multifamily-programs/competitive/2018/2018-113

Florida Housing modified the requirement that all Developments be at least 75 percent occupied as of the Application Deadline.  The modification states that Developments in Bay, Calhoun, Franklin, Gadsden, Gulf, Holmes, Jackson, Liberty, Taylor, Wakulla, and Washington must be at least 75 percent occupied as of October 1, 2018.  For Developments from all other counties, the affordable development must be at least 75 percent occupied as of the Application Deadline.

This language has also been modified in Exhibit A (the Application) and a revised Exhibit A has been posted. Florida Housing will accept either version of Exhibit A.

FL Housing Issues Modification to RFA 2018-116

On November 2, 2018 at 4:26 p.m., Florida Housing issued a Modification to RFA 2018-116 SAIL Financing of Affordable Multifamily Housing Developments to be Used in Conjunction with Tax-Exempt Bonds and Non-Competitive Housing Credits. The Application Deadline for RFA 2018-116 is 3:00 p.m. Eastern Time on Tuesday, November 27, 2018.

Florida Housing RFA 2018-106 Application Submitted Report

We would also like to take this opportunity to remind applicants of the noninterference clause in Section Three, F.2. of the RFA (page 6) which states:

At no time during the review and evaluation process, commencing with the Application Deadline and continuing until the Board renders a final decision on the RFA, may Applicants or their representatives contact Board members or Corporation staff, except Corporation legal staff, concerning their own or any other Applicant’s Application. If an Applicant or its representative does contact a Board or staff member in violation of this section, the Board shall, upon a determination that such contact was made in an attempt to influence the selection process, disqualify the Application.

Florida Housing Announces 2nd Workshop for RFA 2018-117 Elderly Housing Community Loan

Florida Housing will hold a 2nd workshop regarding RFA 2018-117 “Elderly Housing Community Loan (EHCL)” on December 6, 2018, beginning at 2:00 p.m., Eastern Time.

The workshop will be available by telephone or interested parties may attend in person at Florida Housing’s offices located at 227 N. Bronough Street, Seltzer Room, Suite 6000, Tallahassee, Florida.

The workshop will be held to solicit comments and suggestions from interested persons relative to RFA 2018-117. Funding under this RFA must be used to provide for life-safety, building preservation, health, sanitation, or security-related repairs or improvements to Developments currently serving Elderly persons pursuant to the Federal Housing Act. An estimated $2,163,000 in loan funding is expected to be made available in this RFA.  The maximum loan request amount will be $750,000.

The call-in information, agenda, and a draft of the RFA will be posted to the website prior to the workshop. A listserv notice will be issued when this information is available.

Florida Housing Issues Modifications for RFAs 2018-110, 2018-111, 2018-112, and 2018-113

Florida Housing has issued modifications for RFA 2018-110 Housing Credit Financing for Affordable Housing Developments Located in Medium Counties, RFA 2018-111 Housing Credit Financing for Affordable Housing Developments Located in Miami-Dade County, RFA 2018-112 Housing Credit Financing for Affordable Housing Developments Located in Broward, Duval, Hillsborough, Orange, Palm Beach, and Pinellas Counties, and RFA 2018-113 Housing Credit Financing for the Preservation of Existing Affordable Multifamily Housing Developments.

Florida Housing Revises Development Cost Pro Formas in RFAs 2018-110, 2018-111, 2018-112, 2018-113, 2018-114, and 2018-115

Florida Housing has posted revised Development Cost Pro Formas for RFAs 2018-110, 2018-111, 2018-112, 2018-113, 2018-114, and 2018-115.  The formula in Row 433 was not deducting the demolition and relocation costs from the Total Development Costs per unit when the Application qualifies for the PHA is a Principal Add-On.  This is an unscored item on the Development Cost Pro Forma and will not affect an Applicant’s ability to have the demolition and relocation costs deducted from the Total Development Costs per unit when the Application qualifies for the PHA is a Principal Add-On; however, in order for Applications that qualify for the Add-On Bonus to see the correct TDC Per Unit amount that will be used for the TDC per Unit Limitation, Applicants must use the corrected form.

 

 

Florida Housing Announces Modifications to RFAs Due to Hurricane Michael

First, we hope that you and your families are safe and sound.  Because of Hurricane Michael, Florida Housing will modify the following RFAs to reflect extended Application Deadlines. Additionally, the modifications will clarify that all letters that are required to be dated within six or 12 months prior to the Application Deadline will be required to be dated within six or 12 months prior to the original Application Deadline, and therefore not affected by these extensions.

RFA 2018-106 Financing to Build Smaller Permanent Supportive Housing Properties for Persons with Developmental Disabilities

The original Application Deadline was October 18

The new Application Deadline is Thursday, October 25

There are no other changes expected.  The Review Committee Meeting will be held on November 29, and the recommendations will be presented for approval at the Board Meeting scheduled for December 14.

RFA 2018-110 Housing Credit Financing for Affordable Housing Developments Located in Medium Counties

The original Application Deadline was October 23

The new Application Deadline is Tuesday, December 4

The new date of the Review Committee Meeting will be scheduled for late February/early March and the recommendations will be presented for approval at the March Board Meeting.

RFA 2018-111 Housing Credit Financing for Affordable Housing Developments Located in Miami-Dade County

The original Application Deadline was October 25

The new Application Deadline is Friday, November 9

There are no other changes expected.  The Review Committee Meeting will be held in January and the recommendations will be presented for approval at the January Board Meeting.

RFA 2018-112 Housing Credit Financing for Affordable Housing Developments Located in Broward, Duval, Hillsborough, Orange, Palm Beach, and Pinellas Counties

The original Application Deadline was October 30

The new Application Deadline is Tuesday, November 13

There are no other changes expected.  The Review Committee Meeting will be held in January and the recommendations will be presented for approval at the January Board Meeting.
